It aims to standardize the application of deep synthesis technology, prevent security risks, and safeguard national security, public interests, and the legitimate rights and interests of citizens.
2. Scope of application
Applicable to the provision and use of deep synthetic information services such as text, images, audio, video, and virtual scenes generated by deep learning, virtual reality, and other technologies in China.
3. The main content
- prohibits the use of deep synthesis technology to produce, publish, and disseminate illegal and harmful information.
- Deeply synthetic content should be prominently marked to prevent public confusion or misidentification.
- Service providers shall perform obligations such as authentication of real identity information, content review, and security assessment.
- The training data must be legal and compliant, and biometric information involving face, voice, etc. must be approved by the individual.
- Services with public opinion attributes or social mobilization capabilities need to go through filing procedures and display the filing information in a prominent position.
- Establish channels for complaints and reports, and promptly handle illegal information and report it to the competent departments.
4. Supervision and responsibility
shall be supervised by the Internet Information Technology, Industry and Information Technology, Public Security and other departments in accordance with the law. Those who violate the regulations will be taken in accordance with the law, such as rectification, fines, suspension of services, and even criminal responsibility.
