Sierra publishes the Poppy draft: personal agents identify themselves first

On October 9, Sierra published the draft text of the Personal Agent Protocol (codenamed Poppy) on its official blog and announced 35 additional design partners, including OpenAI, Bank of America, Mastercard, PayPal, Shopify, Visa, Target, United Airlines, Cloudflare, Okta and 1Password; the protocol itself was launched earlier this week by Sierra with Meta and other partners. The draft breaks the interaction into five steps: a company publishes a discovery file at a standard location on its website; an agent starts a session as a guest and identifies itself and who it represents; when a task needs the customer's account, the person signs in through OAuth and grants only approved access; one session then carries across the company's website, APIs and its own agent; and the company decides which of those channels to offer. The protocol builds on existing standards including OAuth, JWT, HTTPS, OpenAPI and MCP. Sierra says design workshops and a reference implementation will follow over the next month. For teams building personal agents, this offers a path where businesses formally receive agents instead of agents imitating human clicks, though finer-grained permissions and payments remain future work.

China to launch an AI-adaptation employment action, with training scaled up

On October 10, China's State Council Information Office held a press conference on employment and social security for the 15th Five-Year Plan period. Li Zhong, spokesperson and vice minister of the Ministry of Human Resources and Social Security, said China will actively respond to the impact of AI and other new technologies on jobs by carrying out an employment action adapted to AI development, alongside a skills training campaign and a migrant-worker employment action. Figures released at the briefing put new urban jobs in January-September at 10.52 million, 87.7% of the annual target; the plan period targets 50 million subsidized vocational training places and 40 million new skill certificates. The ministry also said it will track emerging fields such as AI and the digital economy to identify new occupations. The significance is that AI's labor impact is moving from discussion into an executable policy list; for workers, the practical question is which training programs and new occupation catalogs arrive first.

Tencent Cloud open-sources TeamAI: team skills and norms, managed like code

On October 10, Tencent Cloud announced the open-source release of TeamAI, a Git-based collaboration tool for teams working with AI agents. It stores a team's shared Skills, work norms, tool configurations and project knowledge in a Git repository, where they are reviewed, updated and versioned like code, then synced into whatever agent each member uses; 16 agents are already supported, including WorkBuddy, CodeBuddy, Claude Code, Codex and Cursor. When a member submits a new Skill or edits a norm, the system creates a branch and a merge request automatically; after review and merge, agents that support session-start hooks pull the update at the start of a new conversation. TeamAI also lets administrators distribute model configurations centrally, and it is integrated into Tencent Cloud's ClawPro agent management platform. In an internal test across 13 development tasks disclosed by Tencent Cloud, a lower-cost model given team knowledge scored 6.1% higher overall than a higher-tier model without it, at 76% lower model cost. The pitch is simple: the prompts and norms scattered across a team become reviewable, rollback-ready repository assets.

Claude's document features leave beta; standalone Design site closes December 14

On October 9, Anthropic announced that Claude Docs, Slides and Design are leaving beta and opening to all plans including Free, turning on by default from October 15, with admins able to enable them earlier; two new features, Dashboards and Motion, enter beta at the same time. Anthropic says users have created more than 45 million documents, decks and designs so far. The standalone Claude Design site will close on December 14, 2026, after which its address redirects to the main Claude site; teams can migrate design systems from the Artifacts page in Claude, keeping ownership and sharing settings, but chats and comments in the standalone version will not migrate, and projects can be exported one by one as zip archives. Design has worked inside Claude conversations since September, so this move folds the entrance fully back into the main product; teams still using the standalone site have until mid-December to migrate and export.

WorkBuddy adds Gmail, giving Tencent's agent workbench an email door

On October 10, Tencent's WorkBuddy official account announced Gmail integration, letting users handle email inside WorkBuddy. Only the integration itself has been announced so far; the exact feature scope and rollout pace await the actual client release. Email is one of the highest-frequency entry points in office work, and connecting it is what allows reading, summarizing and drafting tasks to happen in one agent workbench instead of across two apps. The update matters most to cross-border and foreign-trade teams that live in Gmail; Tencent has not said when mail services more common among domestic users will follow.
