The 40 million is two products added together

Why the reset arrived on the same day

Pairing the reset with the 40 million figure sends a clear signal: when usage grows this fast, keep heavy users happy with quota first and talk about capacity later. Combined counting follows combined entry points

The product shape is changing too. Codex now lives inside ChatGPT on desktop and mobile, while ChatGPT Work handles documents, spreadsheets and research tasks, and both entry points share one account and quota system. Once the entry points merge, reporting a merged user count is the natural next step. For developers and team buyers, though, the yardstick should not be the 40 million total. It should be your own team's weekly actives, daily actives and task completion rates, because those are the only numbers that matter at renewal time.
