The core of NotebookLM importing YouTube is not the video itself, but the subtitles and transcribed text. If the video has just been published and the subtitles have not been generated stably, the import may fail.
In addition to "less than 72 hours", there are two other premises to look at together:

2. Videos need to have subtitles, which can be uploaded by users or automatically generated.
3. Videos without audio content are also usually not supported.
